Heat olive oil in skillet over medium-high heat. Add sliced bell pepper and onion. Sauté until softened and slightly caramelized, about 5 to 7 minutes. Season with salt, black pepper, and optional garlic powder. Remove from heat.

Lay roast beef slices flat on a cutting board. Place a generous spoonful of sautéed peppers and onions along one edge of each beef slice. Top with one slice of provolone cheese per roll.

Roll each assembled piece from the filling edge to the opposite end. Place seam-side down in a baking dish. Arrange rolls tightly if desired for stability.
