In a large skillet over medium heat, brown and crumble ground beef. Drain excess grease. Return beef to skillet, add taco seasoning and water. Bring to a boil, then reduce heat and simmer until thickened, about 5 minutes.

Heat vegetable oil in a large skillet to medium-high heat. Fry tortillas one at a time for 2 to 4 minutes, flipping frequently, until crispy and golden. Drain on paper towels and set aside.

Heat refried beans in a microwave-safe bowl until warm to facilitate spreading.

Spread a generous layer of warm refried beans evenly over each fried tortilla. Top with a portion of the seasoned ground beef.

Place another fried tortilla on top of each layered base. Spread approximately 2 tablespoons (30 ml) of enchilada sauce over the top tortilla, then sprinkle with shredded cheese.

Arrange assembled pizzas on a large nonstick baking sheet. Bake at 400°F (204°C) for 8 to 10 minutes, or until the cheese is fully melted and bubbly.

Remove from oven and serve immediately with your choice of additional toppings such as diced tomatoes, sliced olives, or green onions.
