Shape the mixture into balls using 2 to 4 tablespoons of meat each. Roll and press firmly to bind, then arrange in a single layer in the prepared baking dish.

Bake the meatballs in the preheated oven uncovered for 30 minutes.

While meatballs bake, combine brown sugar, dry mustard, apple cider vinegar, and water in a medium saucepan. Bring to a boil over medium heat, then remove from heat.

Pour the hot glaze evenly over partially baked meatballs. Return to the oven and bake an additional 15 minutes or until the internal temperature reaches 160°F with a digital thermometer.
